Inspired by prominent American abolitionists, including William Lloyd Garrison, who worked for the emancipation of slaves, Philip Mangano is a man on a mission to end homelessness. From 2002- 2009, Mangano served as the federal government’s “homeless czar,” under the administration of President George W. Bush and for the first 100 days of the Obama administration. In his position as executive director of the United States Interagency Council on Homelessness, Mangano encouraged some 1,000 mayors and county executives across the country to adopt 10-years plans to reduce and end chronic homelessness, with a focus on moving homeless people into permanent housing.
